Well a lot depends on what you are interested in.
Sydney Australia has a lot to do, and outside of eating, sleeping and transport, most of it is free. You have theatre, history, architecture, beaches, wilderness, mountains, boating, sports, parks, restaurants, clubs, bars and much much more with places outside of the city easily accessible by public transport.
Beijing and Shanghai are also 2 great cities, though shanghai is more of a launching point for the surrounding mountains, cities and so on.
New York of course.
Then there is london and its museums. Most people I know who go there though find it a depressing city to visit, but the locals love it.
Hong Kong is also good.
Japan has many nice cities, and Tokyo is an experience in ancient and modern culture. But I prefer the smaller cities, easily accessible by bullet train.

Beijing hutong (old style neighborhood) tours
Hong Qiao Pearl Market (amazing shopping!)
Peking Opera
Chinese acrobats
awesome food!
It would be hard to say what total cost would be.. excluding airfare, you can get very cheap hotels or very expensive. If I were you, I’d do an air/hotel package with Expedia because they are the most affordable for me.
